CIS-75794

An administrator can now configure whether the default time for the expiration date property defaults to the end of the day client time or 12:00:00 (noon) UTC time. When receiving inventory, the expiration time defaults to the configured time. When opening a container, the expiration time defaults to noon UTC if UTC is the configured time, otherwise it is set to the time of opening in the client's local time.

When a material is manually added to a regulatory list, the Open Expire Interval and Expiration Interval will be set on the material. The "Update All" button on regulatory lists now updates the Expiration Interval and Open Expire Interval on all materials associated with the regulatory list.
