In 2022 SP1 HF1 we addressed this issue by reverting to the pre-form view default view rules: Steps with register batch: Default is Vertical View Steps with no samples or a single sample: The default is Vertical View All other Steps: Default is Horizontal View Form view availability will remain unchanged, but there will be no cases where it is the default view.
