T39-2018: BIOVIA Pipeline Pilot 2019 server fails to install with an "Unable to load licensing library." error.

Some older Windows servers may experience problems during installation of Pipeline Pilot Server 2019 due to incompatible Microsoft runtime libraries. The problem occurs while running the Pipeline Pilot 2019 Server Installer. If the server has this incompatibility, the installer will show an error saying: "Unable to load licensing library".
Resolution:
This issue has been logged as a defect (issue number PPD-2705) and will be considered for inclusion in a future release.

If you encounter this error during the installation of Pipeline Pilot 2019 Server, you can resolve this issue by following these steps:

Exit the Pipeline Pilot installer.
Go to https://www.microsoft.com/en-us/download/details.aspx?id=52685
Download the Visual Studio 2015 Redistributable Update 3 RC.
When prompted on the Microsoft website, choose vc_redist.x64.exe.
Save the file to a local disk location.
Run vc_redist.x64.exe.
Re-run the Pipeline Pilot installer.

Error Mesage:
Unable to load licensing library.
