T23-2017: BIOVIA LIMS log4net error on logon if Hub URL is entered
LIMS 2017 R2 system using Windows Authentication will throw an error when logging in if a Hub URL is entered in the system settings.
Resolution:
Copy log4net.dll file from ePMC\tools folder to the \ePMC\bin folder.

Could not load file or assembly 'log4net, Version=1.2.10.0, Culture=neutral, PublicKeyToken=1b44e1d426115821' or one of its dependencies. The located assembly's manifest definition does not match the assembly reference. (Exception from HRESULT: 0x80131040)
